What they buy

The command's acquisition arm, SOF AT&L, buys the equipment that is unique to special operations forces: modified aircraft and helicopters, small boats and undersea craft, ground vehicles, weapons and optics, radios and sensors, body armor and clothing, and mission software. Standard items still come through the services and DLA.

Because units are small, quantities are small too, and the command often wants a modified commercial product rather than a new development. For a small shop that means mounts, brackets, enclosures, adapters, weapon accessories, cable assemblies, and short runs of specialized parts.

How they buy

Notices post on SAM.gov under the command's contracting office. Larger programs run on indefinite delivery contracts, often with several awardees who compete for task and delivery orders. Small buys go out as requests for quotation and are awarded as purchase orders, and the command uses other transaction agreements and prize challenges for prototypes.

The command also runs a public technology outreach effort in Tampa that posts assessment events and collaboration opportunities outside SAM.gov. Timelines are shorter than at the services, and the command is open to commercial and nondevelopmental items.

How a small shop gets in

Register in SAM.gov and set alerts for the USSOCOM contracting office and your NAICS codes. Follow the technology outreach calendar and submit to assessment events that match what you make.

Contact the command's Office of Small Business Programs, which hosts outreach and can explain what each program executive office needs. Much of the hardware is built by primes and integrators holding the vehicle, boat, and aircraft contracts, so subcontracting is a strong second door. Respond to sources sought notices, and keep your capability statement focused on speed, small lots, and modification work.
