The award sync date is the last time a page of USASpending results was read successfully. The notice sync date is the last time SAM.gov returned a page of notices. Public-page numbers are rebuilt on the nightly run and show their own rebuild date at the bottom of each block.
Each date is the last time that source returned a page successfully. A date that is a few hours old is normal: the sources publish all day and are read all day.
