Every tool in this market is a filter. The answer you want is a path.

A filter can tell you which offices buy your code. It cannot tell you that three of them buy from the same company, that the company subcontracts in your code, and that you already hold a vehicle beside them. That is four hops and one phone call, and it is invisible to every table ever built, because a table answers what and a path answers how.

Nine kinds of thing, thirteen kinds of connection

Companies, buying offices, work codes, product codes, vehicles, the people named on notices, set-aside programmes and the rules that touch your market. Between them: who has won where, who subcontracts to whom, who holds which vehicle, who holds it alongside whom, which office orders through what, and who posts the notices.

All of it out of the federal award, subaward and vehicle record. Nothing is typed in, and nothing here is a private list.

Closeness is every route at once, not the best one

Each connection carries a weight. Holding a vehicle beside somebody counts for more than sharing a product code with them. Four contracts at an office count for more than one. A relationship that last carried money six years ago counts for almost nothing.

Where you are standing starts at full strength and passes a share of it along each connection, and everything it reaches adds up whatever arrives. So a company you can reach three different ways ranks above one you can reach by a single stronger path, which is the right answer: three ways in is three conversations that can each fail.

The three sentences worth acting on

A picture of two hundred connected things is a picture. Underneath it are the handful of statements the shape supports and a list could not make: which company is reachable more than one way, which one the most things run through, which offices you have never won at but are two hops from, and who holds a vehicle alongside you.

Each one is counted off the finished network. None of it is written by a model.

What this is not

It is not a contact database and it holds no private lists. A person appears here only where a federal agency published their name on its own notice. It is not a prediction either: every connection in it is something that has already happened and is on the federal record, which is exactly why every number on the screen can be pointed at rows you can open. What it does is join files that were never meant to be read together.
