What you are eligible for, and what blocks it

A contractor is asked for the same papers again and again: the certificate of insurance, the representations and certifications, the OCI review, the supplier's declarations. This keeps them in one place, says when each lapses, and reads them together with your registration, your checklist and your agreements.

The overview

The registration first: the UEI, the CAGE code and the date it runs out, read from SAM.gov for your company, with the small business programs on it. Then each kind of work and whether the company can take it on: fixed price, time and materials, cost reimbursement, defense work with controlled unclassified information, classified work and service contracts with a wage determination. Each is open, blocked by what, or not yet answered. Silence is never read as a yes.

Then what blocks the company, worst first, each line one fact on file and a link to where it is fixed: a registration about to lapse, a paper that has lapsed, a rated order waiting for an answer, a pursuit past Gate 1 with no OCI review, a supplier that has not sent its declarations, an agreement about to end, and an obligation under one that is past due.

Vehicles heldThe schedules and multiple-award contracts the company holds: the ordering period, the ceiling used, the on-ramps, the orders won and lost, and when the next GSA sales report is due.
OffsetsIndustrial participation promised to a foreign buyer: the obligation, the credits earned, the deadline and the penalty on what is not met.

The overview also says what share of the pursuits you track you are eligible for as you stand, read from Facilities and capabilities: how many are eligible, how many have a gap to close and how many are blocked, and the three missing things that block or weaken the most, each with a link to where it is fixed.

On the contract

The statement of work, read and written

Choose the government's statement of work from your library, or paste it, and every sentence that says the contractor shall deliver, submit, report or provide something is listed, with how often when it says. Tick the ones to keep and each becomes a deliverable or a report on the contract, with its own date.

For a subcontract, a statement of work or a performance work statement comes as a Word file, started from the prime contract: its period, the deliverables and reports it obliges, and the clauses that say to flow down. What only you can write is left in square brackets.

What it is not

Nothing here is a determination. What the company holds is what the company says it holds, read against what it has on file. It does not certify anything, and the words in the contract decide.
