The kinds that matter to a supplier

Appropriations

The twelve bills that actually hand out the money. Until one passes, an agency is spending at last year's rate or not at all, and new programme starts are usually barred.

Defense authorization

The annual NDAA sets defense policy and authorizes programmes. It is also where most procurement rule changes are written before they ever reach the DFARS.

Continuing resolution

A stopgap that keeps the lights on at the previous year's level. It is the single best explanation for a quarter in which nothing you expected to be solicited was solicited.

Small business

Size standards, set-aside rules, the goaling percentages and the programmes behind them. These change what you are eligible to bid on.

Procurement

Bills that change how the government buys: thresholds, domestic sourcing, supply chain restrictions, commercial item rules.

Enacted law

A bill that made it all the way. The rules implementing it follow within a year, which is where the Federal Register picks the story back up.

How far a bill got, in six steps

Introduced, reported out of committee, passed one chamber, passed both chambers, sent to the President, became law. Almost everything dies at the first or second step, so a bill being introduced is not news. A bill reported out of committee is worth reading. A bill that passed both chambers is going to change something.

Each bill here carries the latest action and its date, the fiscal year it funds where it states one, and the codes it touches. Members filter the whole list to their own codes and see the rules that came out of each enacted law.
