Grant money that has not gone yet
The product has always held grant awards, which is money already paid out. These are the ones that have not been. SAM.gov carries contract notices and does not carry these; Grants.gov carries these and does not carry contract notices. There is no federal system that holds both, which is why anyone doing both kinds of work has had to watch two sites.

The window in which anything can be shaped
A posted grant with three weeks left on it is a scramble. A forecast is an agency saying months ahead of time what it intends to fund, and that is the six months in which a partnership can be built, a letter of support arranged and a proposal actually written.
So forecasts sort above posted notices by default rather than being buried under whatever closes soonest, which is what every other listing of this data does.

What that listing has actually paid
A grant notice is a wall of eligibility text that tells you almost nothing about your odds. The assistance listing it sits under has a history, and the product already holds it.
So every opportunity opens with what has already been awarded under the same listing: how many, to whom, for how much, and where. A listing that has paid fifty awards averaging two hundred thousand dollars is a completely different proposition from one that has paid three averaging nine million, and the notice itself never says which it is.

The program behind the opportunity
A grant names the program it is made under by a number. Wherever a program number is printed, it opens the program: what it is for, who may apply, what it says it has obligated by year, and every grant, subaward and open opportunity on file under the same number.
