An award record says what was bought. A rule says what the buying is about to require, and it says so first. The Federal Register publishes close to thirty thousand documents a year and has no idea what a NAICS code is. Here each one is tagged to the codes it touches, and the tag says whether the code was quoted in the document, matched on a phrase or suggested by AI.

What each kind of document is

Proposed rule

The agency says what it intends to require and asks for comment. This is the only stage with a door in it. Runs a year or more ahead of the solicitations it eventually produces.

Final rule

The requirement as it will be enforced, with an effective date. By this point it is the world; the useful question is which of your contracts and quotes it changes.

Notice

Everything else the agency publishes: meetings, information collections, policy statements. Occasionally the earliest public signal of a programme.

FAR change

The Federal Acquisition Regulation is the rulebook every federal contract is written from. A FAR change rewrites clauses that sit in solicitations you are quoting right now.

DFARS change

The Defense supplement to the FAR. Where cybersecurity, specialty metals, counterfeit parts and the rest of the defense supply chain rules actually live.

Agency supplement

GSA, NASA, VA, DHS and the rest each add their own supplement on top of the FAR. A supplement change binds only that agency and is easy to miss.

Why this sits next to the awards

A rule on its own is a document. A rule next to the award record is an answer: this is what is about to change, this is how much went out under those codes last year, these are the companies holding it, and this is the buying office that will have to apply it. That join is the product, and no other tool in this market makes it.

Where a rule rewrites a FAR or DFARS clause, the members' view also lists the open solicitations citing that clause right now, because a clause being rewritten under a bid you are pricing is the sharpest version of this whole idea.
