The one fact that can end a decision by itself

An excluded company cannot be on your bid. An excluded incumbent cannot hold their own follow-on. Everything else the product tells you is context for a decision; this is the only thing that settles one, and finding it out after the teaming agreement is signed is the expensive way to learn it.

A list you have to remember to check is a list nobody checks. So this is not only a screen of its own: an excluded company carries a mark at the top of its vendor page, above everything else, and every teaming candidate the capture brief names is checked against the list before it is shown to you.

Where the incumbent on a recompete is excluded, the recommendation says so and scores it up, because a contract whose holder cannot legally keep it has just become an open competition with a hole in the middle of it.
