Before you apply, know who funded it last time
Grants.gov tells you what is open. It does not tell you which agency actually funds work like yours, at what size, to which kind of organization, or who in your state received it. The assistance record does, and this is where it is organized.

Every recipient, with their other awards, so you can see the peers and the incumbents in your field.

Award sizes by program and year, so a request is sized to what the program actually gives.

Recipients by state, so a regional case is built on what the agency already funds nearby.
Program first, then recipient, then agency
Start from the assistance listing number on a Grants.gov notice. Its page here shows every award made under it: the sizes, the recipients, the years. Open a recipient to see everything else they receive. Open the agency to see its other programs and the offices that also buy under contract.
For a supplier, the same pages answer a different question: which university, hospital or city near me just received a large award, and what will they buy to deliver it.

What it does not do
It does not submit applications. Grants.gov and the agency portals do that. It shows the grant opportunities that are open or forecast, from Grants.gov, and what was already awarded under the same listing, from USASpending, so you apply with the record open.
