NAICS 541330 covers applying the principles of engineering to the design, development and use of machines, materials, instruments, structures, processes and systems. The work can be advice, feasibility studies, preliminary and final designs, technical services during construction or installation, or inspection and evaluation of an engineering project. Research and development as a service belongs to a different code.
In defense and aerospace that means sustaining engineering for fielded systems, reverse engineering and technical data package development, structural and thermal analysis, test and evaluation support, reliability and obsolescence work, ground support equipment design, and naval architecture and marine engineering. The size standard carries exceptions for military and aerospace equipment and military weapons, and for marine engineering and naval architecture, with a larger receipts threshold than the base standard.
