The work can be advice, feasibility studies, preliminary and final designs, technical services during construction or installation, or inspection and evaluation of an engineering project. Research and development as a service belongs to a different code.

In defense and aerospace that means sustaining engineering for fielded systems, reverse engineering and technical data package development, structural and thermal analysis, test and evaluation support, reliability and obsolescence work, ground support equipment design, and naval architecture and marine engineering. The size standard carries exceptions for military and aerospace equipment and military weapons, and for marine engineering and naval architecture, with a larger receipts threshold than the base standard.

Services solicitations are written around people and process rather than parts.
