What they buy
There are three depot-level centers. FRC East at Marine Corps Air Station Cherry Point, North Carolina works on Marine Corps aircraft and engines. FRC Southeast at Naval Air Station Jacksonville, Florida works on patrol, transport, and rotary wing aircraft. FRC Southwest at Naval Air Station North Island, California works on fighters and helicopters. Smaller intermediate-level sites support air stations around the fleet.
Depot work consumes structural parts, engine components, bushings, fasteners, seals, and tooling. The centers also buy plating, painting, heat treating, non-destructive testing, and component repair from outside shops when the process is not in house.
How they buy
Most of the repair parts an FRC uses are ordered through the supply system, which means NAVSUP Weapon Systems Support and DLA Aviation are the contracting buyers. The FRCs themselves post smaller buys on SAM.gov: tooling, shop supplies, local repair and machining services, and specialized processes.
Those tend to be requests for quotation awarded as purchase orders, plus blanket purchase agreements for repeat services. Set-asides for small business are common because the work is local and the technical data is usually available.
How a small shop gets in
Register in SAM.gov and follow the contracting office for the FRC near you. If you are on Florida's Space Coast, Jacksonville is the closest depot. Watch for notices for machining, coatings, and repair services, and respond to sources sought with your process list and certifications.
Visit the small business specialist at the depot, who can explain what is bought locally versus through the supply system. For the parts themselves, follow NAVSUP WSS and DLA Aviation, since that is where the NSN buys post. Nadcap and AS9100 are not always required, but they shorten the conversation.
Two different doors
Parts go through the supply system, services go through the depot. If you make parts, quote to NAVSUP WSS and DLA Aviation. If you plate, machine to order, or repair, quote to the FRC.
