What each notice type means

Solicitation

A request for quotes or proposals with a deadline. This is the one you bid on. Read every attachment and amendment on SAM.gov before you price it.

Combined synopsis and solicitation

The notice and the solicitation in one document, common for commercial items and small buys. Same rule: read it all, then quote.

Sources sought

The buyer is asking who can do this before deciding how to compete it. A short capability statement here shapes the set-aside decision. Free to answer, high value.

Presolicitation

A heads-up that a solicitation is coming. Use the weeks in between to study the incumbent, the price history and the buyer.

Special notice

Industry days, draft requirements, program announcements. Not a bid, but often the earliest public signal of a large buy.

Award notice and justification

Who won, and why a buy was not competed. Members see these next to the award record so the history and the notice line up.
