What this set-aside means
The whole requirement is reserved for small businesses under the size standard for the NAICS code on the notice (FAR 19.5). Most small buys between the micro-purchase threshold and the simplified acquisition threshold are set aside this way by default.
The set-aside on a record is the code the contracting officer published with the award or notice. Records with no code are either full and open competition or simply not recorded, and the two cannot be told apart from the source, so they are shown as "not recorded".
