What the buyer wrote

In accordance with Federal Acquisition Regulation (FAR) Overhaul 6.301, this notice services as publication of the approved Justification and Approval (J&A) for Other Than Full and Open Competition.

The Marine Forces Special Operations Command (MARSOC) has awarded a new sole-source Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract under the authority of 10 U.S.C. 3204(a)(1) (as implemented by RFO 6.103-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements") to Threat Tec, LLC.

This IDIQ contract establishes a vehicle for MARSOC to procure event-driven, episodic training support, including subject matter experts and role players, on an as-needed basis via future task orders. This action is a companion to the definitive contract for full-time personnel and is required to prevent a gap in mission-essential training. A copy of the redacted, approved J&A is attached to this posting in accordance with FAR 6.301.

The federal government buys administrative and general management consulting services across dozens of agencies, with USAID, the Office of Acquisition and Grants Management, and Washington Headquarters Services leading the way. Most awards go unrestricted, though the Small Business Administration sets aside a meaningful share. Buyers range from international development work to internal agency operations, and they purchase through both competitive and sole-source contracts.

The market is large but fragmented. Over 281,000 awards totalling $272.5 billion since 2001 went to 5,210 vendors, which means the median award is $73,200 and competition is intense. A firm should expect to compete against many others for most opportunities. The largest buyers issue hundreds or thousands of awards each year, suggesting they work with multiple contractors rather than consolidating around a few prime vendors.

Watch the 5,563 contracts ending within the next 12 months worth $29.15 billion. These represent recompete opportunities and new work. With 114 active notices currently posted, the market is active. Firms should monitor USAID and the Office of Acquisition and Grants Management closely, as these two buyers alone account for over $28 billion in historical awards and will likely drive significant new procurements.
