What this code covers
236220 covers general contractors and design-builders constructing, renovating and altering commercial and institutional buildings: offices, hospitals, schools, warehouses and the administrative and service buildings that make up most of a federal installation. Heavy and civil engineering construction has its own codes, as do the specialty trades.
In federal work the code appears on new construction, on major renovation, and on repair and alteration projects, and the product and service code tells you which. Construction is bought and administered under a different part of the FAR from services, with its own clauses, its own payment mechanics and its own dispute pattern.
What federal buyers typically ask for
Bonding is the gate. Bid, performance and payment bonds are required above the relevant thresholds, and a firm’s bonding capacity, not its technical ability, is what decides the size of project it can pursue. Building capacity is a multi-year exercise with a surety, and it is the single most useful thing a construction firm can do to change what it can bid for.
Davis-Bacon wage determinations apply and set minimum wages and fringe benefits by trade and locality. Certified payrolls are a recurring contract obligation, not a formality, and failures are one of the commoner sources of withheld payment. Buy American and domestic sourcing requirements apply to materials, with their own waiver process.
Much federal building work is set aside for small business, and a large share is ordered against multiple award construction contracts with a seed project and a series of task orders. Design-build is common, which means teaming with an architecture and engineering firm is part of the pursuit rather than a detail of delivery.
Product and service codes that often pair with this NAICS
| Code | What it is | Why it matters |
|---|---|---|
| Y1AA | Construction of office buildings | New construction of administrative buildings. |
| Z2AA | Repair or alteration of office buildings | The largest class by volume on federal building work. |
| Z1AA | Maintenance of office buildings | Recurring maintenance rather than a project. |
| Y1AZ | Construction of other administrative and service buildings | New build outside the office category. |
| Z2DA | Repair or alteration of hospitals and infirmaries | Medical facility work, which carries its own requirements. |
Construction classes name the building type as well as the action, so the code distinguishes a new office building from the repair of a hospital. That is a sharper filter than the NAICS code gives you.
Before you bid
Confirm your bonding capacity covers the project before you spend anything on it. Capacity, not capability, is what decides which federal construction work you can pursue, and it takes months with a surety to move.
