What this code covers

NAICS 541330 covers applying the principles of engineering to the design, development and use of machines, materials, instruments, structures, processes and systems. The work can be advice, feasibility studies, preliminary and final designs, technical services during construction or installation, or inspection and evaluation of an engineering project. Research and development as a service belongs to a different code.

In defense and aerospace that means sustaining engineering for fielded systems, reverse engineering and technical data package development, structural and thermal analysis, test and evaluation support, reliability and obsolescence work, ground support equipment design, and naval architecture and marine engineering. The size standard carries exceptions for military and aerospace equipment and military weapons, and for marine engineering and naval architecture, with a larger receipts threshold than the base standard.

What federal buyers typically ask for

Services solicitations are written around people and process rather than parts. Expect labor categories with education and experience minimums, key personnel resumes, a technical approach, past performance references and sometimes a facility clearance. ISO 9001 or AS9100 is often requested for engineering that feeds production. Organizational conflict of interest clauses are common because engineering firms advise the same buyers who award hardware.

Engineering data for weapon systems is ITAR controlled, so registration and an export control plan are expected. Nearly every contract touches controlled unclassified information, which brings the NIST security controls and CMMC. Deliverables are drawings, reports and data packages with government data rights.

Much of the work runs through multiple award contracts, such as the Navy engineering services vehicle and the GSA schedule, with set-aside tracks for small business, 8(a), service-disabled veteran-owned, HUBZone and women-owned firms. Smaller task orders are also competed directly. Research and development awards are coded separately, and the SBIR route is a common first contract for a new engineering firm.

Research and development work is coded under separate research and development classes.

Before you bid

Check the size standard exception before you check the box. A firm that is small under the base engineering standard may or may not be small under the military and aerospace exception, and the notice will say which one applies.
